wipe out hard drive /reinstall everything
1st step before I just go buy a new computer. But if I wanted to wipe out everything on the computer and reinstall like it was new, so it runs better, how would I accomplish this???

Read your documentation and find out how to restore the PC. It's there.
If you think it might be bugs, try this instead:

Either restore you PC like bill said, or go buy another windows disk and install from there.
