As I said your temps are pretty dang high for idle temps so IMO its an overheating issue. Is the fan working correctly on the heat sink? If it is you can try a couple things

1. you could try taking the side of the case off and blowing a small fan in to the side. See if that helps since its the cou it may or may not.

2. You could try removing the heat sink and fan and reseating it. It might not have been seated correctly from the manuf. This would mean buying more thermal paste, this will also help lower temps as the stuff the manuf. uses isn't that great.

could be your having a problem with your power supply.
try to exchange it with a working one and see if it helps.
also clean up every thing in the tower with compressed air.
that should help with your heating problem.

This is pretty obviously a heat issue...
Did you reseat the heatsink?
did you try the suggested fan blowing in the open side?
Give us the brand of power supply and the number of Amps on the +12V rail from the sticker
Can you take a picture of the inside, with the case side off?
What are your specs?
Where are you reading the temps from?
Answer all the questions or it will be VERY hard to help you...
