Does this only happen on battery power?
Look in the bios to see if there is a "load default settings" option. |

Ehh you shouldn't need software to speed it back up, does this only happen when the pc is idle or does it happen all the time? Speed step drops the cpu power to conserve battery life but it should pick the speed back up when its needed, and it shouldn't slow the cpu down when its on AC power.
In the bios there should be an option to turn off speed stepping, and then in the control panel you need to set your power management settings to always on I think.
