As far as tracking down that exact chip, I have no clue about. I would think it would still work if you can solder it back on. But really, I haven't gotten into volt modding too much or anything, so I personally am not sure.

How the heck did you manage that?
Looks like the chip still has some of the pcb's track attached. not the easiest repair, but not the hardest with good tools and a bit of experience. Take it to a TV repair shop, if you can find one, and the card is still worth the hassle to you.

My best suggestion, would just to send it back to the manufacterer, and get a new one back.
