I'm sorry but thats a VERY poor way to troubleshoot...
Check the memory and then assume the Motherboard is shot?
Open the side of the case...
blow out all the dust if any
reseat all cards, memory, cables, etc
check for burn marks, or rounded/leaking caps
set a small house/box fan to blow air into the open side
Unplug the power supply chord, and press the power button
replug-in the power chord and try restarting.
If it still doesnt start....
try unplugging all but the bare essentials to boot the PC
unplug all USB devices, the optical drives, the hard drives, and all but one memory stick, (leave the one closest to the CPU)
try taking out any PCI cards except the video card
Try restarting now...
if it still wont boot, swap memory sticks if there was more than one
Are there any beeps?
At this point it could be many things
Power supply, motherboard, CPU
