presario 5400 won't boot

I have a presario 5400 that won't boot at all. The lights on the keyboard don't light up and the monitor light stay orange.
I put in the Recovery CD and the computer tries to play the CD, but nothing happens. I can here the whirring of the CDROM spinning.

Is this a dead issue or can this computer be saved.
