Monitor not workin cause of boot problems or hardware problems ¬.¬....

Problem: My 21'' LCD Starlogic monitor will either, randomly go to a black screen and if I were to shut off the monitor and turn it back on, it'll show the picture again for about 2 seconds then go back again, and when I start/restart the computer, it will restart and still the monitor won't work, or the computer refuses to fully boot leaving a "No Signal Input" on the screen, 4 seconds later, then it goes black. Occasionally it will boot up and the monitor will work and I'll go about my business for about 45-60 minutes then it seems to go down again. So to test out if it was the monitor or the boot process, I plugged it into my laptop(currently on) and I extended the desktop to it and everything and it worked fine. It booted properly and thus far my computer hasn't yet, and can't get the desktop to fully boot cause it stops somewhere in the middle of starting up, and without a monitor to see whats going on, Its been stuck in the boot process. So I've been guessin its the boot that screws it up (thats why I posted here). Any ideas how to maybe try and troubleshoot and target whats causing the problem or maybe some how to make the desktop show up on the laptop screen to see the boot process would be nice. Thanks in advance for helping or trying to help.

You have proven that it's not the monitor. It's either Windows or the video card.

Try pressing F8 repeatedly while starting the PC to get the advanced boot menu. Select VGA Mode from there. If it works well, it's not the video card. You should then consider updating the video drivers (uninstall old and install new) or reloading Windows.
