hey guys the problem is caused by .exe registration entry in registry here the solution:
1-Enter Safe Mode
2-run regedit ( as administrator)
3-Go to
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\exefile\shell\ open\command
and look at the default value
4- It should be like "%1" %*
if u find that it's like "%1" %*" or "%1" %" or "%1" %
correct it to "%1" %*
5- Restart the pc and everything will return to the normal  ! |

It seems that your computer is badly infected by viruses or malwares attack.
You can follow these troubleshooting steps:
1. Scan your computer by using any updated antivirus program.
2. Try to install and download the "Antimalwarebytes" (freely available)
3. Try to update "Antimalwarebytes".
4. Scan your computer using the "Antimalwarebytes".
5. Follow the same procedure for " SuperAntiSpyware" as you done for "Antimalwarebytes".
6. Delete all the internet temproray files |

Well, I missed the Mousmous suggestion and ended up re-installing XP. In spite of the previous suggestion, I don't think that this problem was caused by malware or a virus. |

Hate to disagree with you rt, but in my situation the malware and anti virus software did the trick. Have not had any more problems, and it was much easier than reinstalling XP. |

Guys the original problem is caused by a trojan or a virus , in fact the virus changes the registry value of .exe extention , even if you remove the virus , the registry still changed , so try the solution i have posted above , and no need to reinstall windows XP or vista if u already removed the virus ! |

Thanks for your help. I checked the registry and it was correct--didn't have to change it. Haven't had any more problems. |
