An IDE/ATAPI controller is where a legacy hard drive or or optical drive plugs into the motherboard. It connects via a 40 pin ribbon cable. Look here;

Can't say for sure. Are you using it? Is it working? If so then I don't see why. If it's a device scanner telling you this and not some sort of error message or device listed with problems in the device manager, then I wouldn't bother personally.
