boot failure - bios issue?

boot failure - bios issue?

any ideas please.
Dell system will not start booting. orange power light no disk or screen activity. Have tried
1)Removing all pci cards and testing them in another system all fine no change to Dell.
2)Test memory in other system test fine.
3) replace battery system boots once. then goes back to same problem.
3.1) try with original or new battery. If you remove and replace battery then the system boots once.
3.2) Flashed new bios from Dell site for this system.
4) download/installed chipset drivers from Dell- no help

Motherboard DELL
1Gb pc2 4200 ram
80Gb Hdd
XP home sp3

Could very well be a failing power supply.

Thanks for the fast responce. took me a while to sort out a compatable power supply. not the answer made no difference.
I can still get the machine to boot once each time I remove/restor the battery
