Computer won't boot

when i start my computer up I see some random information about my computer (i.e. specifications and such, check-ups) until I reach a screen showing:

Press <Ctrl>+<S> to enter setup menu or <ESC> to skip waiting

Press Ctrl+S doesn't do anything, and yes, I checked if my keyboard is connected. Help me out please

at what point dose it come up with this information do you get as far as being able to start in safe mode

I'm unable to gain acces to any sort of menu or the ability to run it in safe mode.

That comes before you boot into Windows. Can you get into the BIOS?
