If you're looking for a way to power on a PC remotely, the actual term is "Magic Packet" (I'm not makin' it up). . . Wake-on-LAN - Wikipedia, the free encyclopedia
But there's no way you're ever going to be able to send one of those packets through any Internet Provider to a remote PC.
The only available option, in my thinking, would be to establish a VPN to wherever the remote PC is, and then push out that magic packet. There are a ton of products that could help you with the Wake-On-Lan management too, like Altiris, etc - but some can be pretty pricey, so be careful.
I guess it all depends on what you're trying to do, and how much you have available to spend.
