I want to build a rig for multimedia purposes; watching movies; video encoding; downloading torrents; internet surfing; etc. It will not be used for gaming purposes.

I don't have any idea what to buy.

Should i wait for the release of i5?
Should i buy a quad core or dual core?

What video card should i buy?

Pretty much every computer sold will do the things on your list...It just gets down to how well you want to do em and how many at the same time.
