I'm trying to replace a color monitor that has a BNC cable input from a cctv system. We wa to use a PC monitor and some sort of a converter. Is the output from a CCTV camera/system the same as composite signal ?

I know there is a difference between the BNC analog and VGA. What I need to know is .... Is a BNC analog signal the same as a composite video that would be on a RCA style jack ? I have a converter for composite video to VGA But the image doesn't stay in-sync. I'm trying to figure out if the converter I have is broken or am I have the wrong convert for the job ?
Since we are talking about CCTV system (assuming a DVR unit), the analog output signal is the same as the composite one you are talking about (RCA jack). In fact you can switch between bnc to RCA with just a simple adapter:
But if you need to convert from an analog one to DSub (VGA) then you will need a special converter. Make sure you get a good quality one, I've tried a few of these and some of the cheap ones are just poorly designed/made. they will give you horrible display output and/or won't start back up after a power outage (but you want to use an UPS anyway).
