How do I restore windows 7 backup image from external drive to a new internal drive?

So, here are the details. I just got a new internal drive, and I want to restore the backup image of my old hard drive. My backup image consist of windows 7 OS along with all my files and settings. Can someone please help me with a step by step procedure of how to get this going? I've tried booting the image by setting priority booting in the bios, but booting from the drive with the image doesn't work. PLEASE HELP !

For some odd reason, the system restore and backup application on windows7 didnt require me to create a "recovery" tool. right now though I am thinking my only solution is to install windows 7 by booting from a usb stick, then finally restoring the image with the windows application. this will take a long time, so is there another way?
