Question computer charging but saying its not, please help!

My sister has a laptop that has a virus. Since her boyfriend loaded it with a bunch of crap and free downloads it has not worked properly. I was going to do factory reset for her and when I get to the sytem recovery options it lets me pick the keybord language and then when I click reset without backing up files and next it tells me I have to conect the power supply, whitch is moast defenatly connected and has been charging the laptop just fine. also in the battery test app that came on laptop it cant compleat the battery test cause it is not recognising that it is infact connected to an external power supply. I used a voltage tester to see if the cable was getting full power and it was continuously puting out full power. could this be a virus that is preventing the system from reading the power connection state? I also tried recalibrating the battery. The laptop also will not power on with the battery out, and just the power cable conected.

Sounds like a hardware problem to me. Something isn't communicating properly.

Do you think opening it up and using compressed air to clean out inside of laptop might help? Also is there any way to factory reset it by pushing certain, multiple keys at the same time, at a certain time- like an android phone would do? Ex: pushing power, volume down, and menue at the same time would return my phone to out of box state. Is there anything like this for this laptop? Or a way to bypass the read state of the power supply maybe?

Or maybe corrupt or missing drivers?
