Depends on if you are running any 32-bit applications. That's where a 64-bit operating system will install them. In my experience (though we've had occassion when a vendor installed 64-bit code in that directory by accident, really confusing everybody) the 64-bit version of Win7 or Server will install native 64-bit apps in the Program Files folder and and 32-bit apps will by default go to the folder that you asked about.

You can UNinstall apps that are in the folder but never delete them.

Use the Add and Remove option then Uninstall the program you want removed. After that's done you can remove folder of the program you've got in the program files x86. An alternative to that which I use more often is using an Uninstaller e.g. Revo Uninstaller to help clean up whats left. This program enables you to uninstall then tells you the files that are still left after the uninstall process in which you have the option to delete or leave as is.
