"Dead" CDWriter?

My brother-in-law has been using his CDReWriter for about a month...
(Things didn't seem to be 100% right when he 1st had it though) cos even new, it was noticeably louder than my 18 month old 8 speed!!

Now he says that although the read/write LED's flash, the CD doesn't spin, and he can't access or burn anything on to CD.

I think it's a case of sending it back?? Whaddya think??

seems like a no-brainer...if the drive has power but the cd does not spin, it needs to be replaced.
