spinning the fan?! with your fingers? ive never heard of this...
but to answer your troubleshooting questions, how long has this been going on? did you change anything before it started happening? hardware wise or software wise for that matter

dont know if this would fix: tried clearin the CMOS? most boards haev a jumper you can move to clear the cmos. that MIGHT fix it, uh what wattage is the psu? |

First thing to do would be to make sure that your getting enough power across the motherboard. Do this by taking out all of the add on cards, cd-roms, hard drives. I usually leave my video card in just so I can take a look at the cmos, but might be good to take that out also, if possible, and see if the board would then power on. If it does then start adding cards and devices back one at a time until you get back to where the system will not power on anymore. That should be your point where the system is trying to pull too much power.
You may also want to check the connections between the motherboard and the powersupply, and where the power-on button connects to the motherboard.

Could be a protection on the CPU. It may be detecting an error with the CPU fan and powers down(or not boot) considering it works if you spin the fan... As for a solution, not sure, maybe new fan.
That's a possibility

Like Ram09's post it may be the CPU fan not spinning, which won't let the system start. try changing the power connections comming to the fan or switching that out if possible.
I had a problem with a Motherboard not powering on once, and it was a PCI slot that had a short... kindof... so it would sometimes not allow the system to turn on. |
