Problems booting new PC. Help!

Hiyas

I am hoping one of you tech-savvy people can help me out. I have just recently purchased a new PC consisting of a AMD XP2200+ and Soltek SL-75FRN-L Motherboard. I have built a few PC's in my time but never have I come across this problem. Im really stuck as to what to do. I am certain I have connected all the components correctly. When I go to boot the comp there is like this beeping sound i am not familiar with and the lights flash?? I have never come across this before. It doesnt even biggen the POST. Even the light on the keyboard flashes. Anyone familiar with this m/b, maybe I have a faulty one. Any assistance would be great.

Well, the somewhat standard procedure is to take out all the cards except the vid card and ram...pull out all the ide cables from the motherboard.

Then maybe reseat the ram and video card.

Try it like that.

Or just try reseating the ram and video card first and then try unplugging the ide cables and other stuff to narrow the problem down.

Some motherboards have a jumper that has to be moved before you can boot, maybe its the bios jumper. Some pc chips boards are like that i think, they will NOT boot out of the box before you move the jumper.
