Sounds like maybe you've got the IDE cable in upside down? That's all I can think of for that. Usually if the jumpers are wrong, it'll still boot and you can get to the BIOS. Either that or the hard drive is dead.

Can you get to the BIOS even if you pull all HDD?

Maybe the new drive is bad and it is affecting the mobo IDE controller.

Also, if the drive is newer and very large - maybe your mobo can't handle the capacity of the new drive

Have you checked out the jumpers on the drive? Are the jumpers in the same position as the old drive? (Master/Slave/CableSelect)

yea all the jumpers and cables are right, i pulled the HDD all together and still get the soild HDD light and no pic.

I plugged the comp into this monitor im using now and still nothing but after about 3 seconds after i turned on the comp after hookin it up to this monitor i got a loud humming or buzing noise so i shut it down fast.

I threw the HDD in the comp im using now and it work perfect. no bad sectors or anything

Did you try to reset the BIOS? use the jumpers on the MOBO and reset the BIOS.

You can't get there from here

If you have and external IDE device (usb, firewire) that is a(CD, DVD,and such). Try your hard in it and boot with your first drive and see in it recognized. I bet it is a jumper setting on your HD. Double check at its web site.
