Newly built pc. Cant get past black screen

Ive just put together a P11 266/66 pc with 128MB Ram, 4.2Gb hDD. Ive tried to boot it for the first time and get lights on all drives but nothing on Keyboard, and monitor just sits there with a flashing green light and black screen.
Any one tell have I missed a step in setting up this new pc or do I have a problem somewhere.

Have you checked and ensured that your video card is seated properly?
