CPU fan spins up before power button is pressed

I have a new slot A motherboard and processor. With power to the board the fan spins but the system doesn't reach post if i press and hold the power switch for 4 secs the fan turns off but still no post. I am running the board with a Athlon K750Mhz, a 300 Watt PSU and 128Mb SdRam. Has anyone had this problem before?

It sounds like the classic case of your motherboard being shorted out. I have the same problem with 2 of my PC's, and so theirs a paper bag stuck between the mobo and the back of the case to prevent it from shorting out. Cheap, but effective. Try taking the motherboard out of the case, cutting a paper bag about the size of the board, and sticking that between it and the case.

First try taking the mobo out and run it outside the case to make sure its a short out problem. Just make sure that the mobo is on an insulated surface before you try this out.
Also inspect your case, more to the point your mobo tray to see if there are any metal parts that can touch the mobo.

A paper bag?

If you just built this system, it sounds like maybe the CPU or RAM might not be seated very well. Try removing them and reinstalling.

Do you get any beeps?

Back shorted out? is it also the cause of my problem?
It seems like my system is not stable.
In 3dmark03 my pc restart itself when reaching CPU tests1, realized that it happens everytime.
I have not tried many games but for simcity4 the system restart itself too, this happen when loading a map.
On some application when I do right clicking on a link or menu the system also restart unpredictably.
I removed the displaycard driver and directx9 so that it won't reboot or may be reboot later (so far not happening).
What's possible cause for this?

CPU: P4 2.4B
M/B: Gigabyte 8sr533p (sis645 with updated AGP driver v.1.16a)
Ram: DDR533
VGA: Radeon9600 128Mb Catalyst3.7
PSU: 400w
installed: Pinnacle MP20 , FlyvideoEZ97 , USB Mouse , USB Modem Aztech v90

shorted out stuff wouldnt make it unstable, lol....it'd make it unbootable..or it would smoke. lol.

Byfarrthebest...try this first.....reseat the ram and video card and cpu.....if that doesnt work, try this.........unhook everything from the motherboard EXCEPT for the CPU, one stick of ram and a video card. Pull out all the other pci card, ide cables, floppy cables etc...take the power plugs out of the cdroms and hard drive...strip it down to just motherboard, cpu, one stick of RAM, vid card.

See what it does there.

If it boots ok there, start adding stuff back and see where it messes up.

If it doesnt boot there you will probably have to take the motherboard out of the case and try to boot it like that...have it sitting on a non static surface....like the foam sheet that came with the motherboard. If it does boot when you take it out, put it back in carefully and watch to make sure nothing is touching the case etc.

Also, is the power supply known to be good? Is the heatsink on the cpu good?

Yes it's true, even though I use the stand-offs in all the right places (I believe), it still shorts out unless that bag is their. Guess Safeway is good for something! *OUCH!*

I have tried running from barebones. I have the mobo sat on its box with just the PSU, RAM and processor connected. I have also had the case speaker connected.
