Welcome to TechIMO!!!

What are the LED indications on the monitor? If you power on the monitor without it plugged into your system, does it show any indication that it is working...maybe a self-test screen or something like that?

Check everything again. Remove everything from the motherboard except: CPU, vid card, 1 stick of RAM. Pull all the hard drive cables out etc.
Check the graphics card is in fully. Newer boards have a retainer that clips into the notch at the back of the edge connector. Even if this isn't present, you should still hear 2 clicks as you insert the card.
Then just short the power switch pins with a screwdriver or something to turn it on. See if there's any response.

If there are three beeps (one long two short) that probably means your card isnt seated properly since the motherboard isnt detecting it. reseat it and try again.

Hope this was helpful

I had a similar problem about 18 months ago same symptoms when I built a system using a AMD Duron 1300 chip after an elimination process ie swapping cards, memory etc I found I had a bad CPU swapped it with a AMD DURON 800MHZ and it instantly came to life I returned the cpu to the suppliers a got it exchanged.

Good luck

My specs are:

Athlon 2800+ Barton 333FSB Processor
ASUS A7N8X Motherboard
1024 MB Centon RAM (PC2700 2x 512)
ATI Radeon 9800 Video Card
Western Digital 160 GB Hard Drive with 8MB Cache and 7200 RPM
Sound Blaster Live 5.1 Video Card
ThermalTake Volcano 12 Heatsink
450 Watt Power Supply
Monitor is a brand new NEC 19" Flat Screen

As far as starting up barebone I have tried and it does not work. The monitor I know works for sure as I can use it on my other computer. There is no beeps at startup and I am completely confused. The fans all work when the PC starts up but nothing will show on the monitor. Please help!

Reseat the video card...try a different video card...take everything out (all hardware except the video card, one stick of ram, cpu & HSF PSU.) No keyboard or anything else is needed to POST.

No POST at this point, and you have a defective board, ram cpu or video card. Its usually necessary to get back to the bare basics to locate (or narrow down) the area of a problem.

BTW...AGP video cards will fail almost 100% of the time if the mounting bracket (where you screw it down to the case) is not "bent" properly...if the bracket is off of the screw down frame and when a screw is applied..it "pulls" the card down at the bracket end...that action will raise the rear of the AGP card out of its socket...and it will fail. Take the AGP card out of the motherboard and look closely at the contacts on the card where it plugs into the AGP socket...see the offset contacts?..one in between another?...offset with one above the other?...if the card is not seated 100% front to rear..it will fail. The metal screw down bracket many times must be slightly bent so that there will be absolutely no movement of the card when the screw is applied.

I have tried with a different video card, and with everything out except one RAM, CPU, and HSF PSU. It still does not work. Could my motherboard be bad?
