win98 start menu does not display Correctly
After upgrading Windows95 to Hebrew Windows98 the start menu and tool bar menus are displaying -- (hyphens) instead of words after the icons. Any suggestions?

Welcome to the forum!
The only thing I can think of is to go to www.microsoft.com and look under Win98 and do a few searches in the knowledge base.
But maybe someone else will have a better idea than me.

Sounds like a clash of Character sets... assuming the original W95 was not also Hebrew. One possibility would be to rollback and uninstall W98 (Hebrew), then convert the original W95 from current Character set to Hebrew character set. Once that works okay, then U/G to Hebrew W98 version.
