Is there any way to make a boot disk that will allow me to delete a file on the hard drive, with a simple DOS-like interface? I've seen lots of boot disks which allow for the "read"ing of NTFS, but not writing or modification.
There is no CD, this is a piece of crap HP/Compaq machine. Using repair/restore from hidden partition or from the 7 CD OEM set does nothing to solve the issue. Take a look at the specific issue here:
Direct From the $ource Use the first link for directions on how to use the disks from Microsoft to access the Recovery Console, which will allow you to remove the offending file.
