Can you upload a zip file to a server (282mb)? And make a link to it to download?

in other words we need more information on the setup and the enviorment you want to use this for

yes..... you COULD upload that file to your webserver.... if your alloted that much space.... then YES he could download it from there.

FTP it up to your webhost, then you'll have to create a link for him

for instance if I FTP a file up to my ISP account I can get the file from
http://members.cox.net/vass0922/newfilenamehere.html

Yours will probably be something along the lines of
http://bizhosting.net/nazweb/reallybigfile.zip

Or if they give you a subdomain name
http://nazweb.bizhosting.net/reallybigfile.zip

It appears that their is a limit on the size I can upload.
So, I guess I won't be doing that.
