Does Access Runtime require a license?

If an office wants to use an Access Runtime as a front-end for a database, do they have to have an Access license?

Can they just have one PC with Access on it, or does each machine have to have Access?

will just use access for database? program created on visual basic? if thats the case they will not need installed ms access

I know they won't have to have Access installed to use the Runtime. I just need to know legally, if they can even have the Runtime without having Access installed on any PC.

That database may/may not be just in Access. Depending on size, it may be Oracle.
