just want to ask what i would use if i wanted to program some programs in language like c++, basics or whatever, and how do u program with 0s and 1s |

I'd suggest starting by buying a fundamentals of programming book.
You're talking about C++ and programming 1's and 0's which are completely different.
Nobody (well extremely few people) program in binary (1's and 0's) these days, the largest percentage of programmers use 'high level languages' like C++
You don't need a specific OS to learn programming, and yes notepad will work but well.. it sucks 
You'll have to do some reading to determine what language you want to start with and what your target Operating system is.
If you just want to stick to windows you can stick with MS languages like Visual Basic, and C# etc.
If you want something that can be OS independant, then you can look into C++ or Java
C++ is the most difficult of the languages I mentioned, but also the most powerful.. so its a tradeoff. |

I have no clue about programming...seems like brain surgery to me
if you wanted to make something very simple..like this what language are we talking about? or to make simple progs for simplistic backups etc?
