Arabesque Design - Photoshop?

I am really impressed by the subtle yet very refined (IMO) design of this site:

And would like to make something similar for my own site.

Anyone know what content management system they might be using?
And, what program do I need to make the arabesque background (the grey and white geometric pattern) ?

I'm not sure what you mean by content management system. Looks to me like a hand written setup. They use some DHTML or java for the hover menus. That's about all I saw that was special.

Good looking site, except for the background of the top title image is too dark to use black text with comfortably.

Not sure about the arabesque. Maybe you could just lift it?

If you think about it, the arabesque design is just a repetition of a pretty small part. Just look at the middle circles (big and small) and from the big one at the top, count 4 down. There will be another big circle. Count 4 down again. Another big circle. The pattern goes on.

Yes it's geometric design. But it's a pain in the a$$ making some of these in photoshop, I thought there might be a ready made tool somewhere.

I made my own background with a geometric design with photoshop, took ages. Result: here
