Game Server Managment?

Hey im starting my own game server hosting company. And if there a script or a program type thing that will allow my customers to start/stop/reset there server. And be able to upload 2gb of files/mods?

Im asking this because i saw www.gamecp.com which is hella good. But i was wondering if there was something that i didnt actually have to pay for?

Unless you write your own software for this, finding something free for commercial use might be difficult.
