Who in this messed up world decides who can have what domain name? I'm a little confused. All these people offer domain names, but how can they offer them. is there like sme secret world internet branch that decides this? jk lol

There are different organizations that regulate domains. ICANN is the one that was* in charge of the .com, .net, and .org domains (now operated by Verisign and some other company whose name I can't remember). All of the domains that end in country codes (.cc, .tv, .us, .ws, .uk, etc.) are controlled by organizations setup by each respective country. As far as deciding who gets each domain name; usually if there is a conflict - say, someone buys "www.maytag.com" and then wants to sell it to Maytag for $1,000,000, usually the matter is arbitrated by the controlling organization. Since usually the only domains people are interested in are the "big three" - .com, .net, and .org, the main organization is ICANN (see link in above post). Most organizations allow anyone to purchase a domain with them, regardless of nationality or use for the domain (everything from computer stores to forums to erotic material are allowed on most domain extensions). Again, the country-coded domain names can have different rules - China doesn't allow a lot of things that the USA or UK allow.
Just curious, why do you ask about this? Are you interested in purchasing a domain or something? If so, you can find a fairly comprehensive list of authorized domain registrars simply by googling "Domain Registrar."
