This link should get you started. http://www.no-ip.com/tips.php/id/7
It's a tutorial from www.no-ip.com. I'm assuming you have a dynamic IP, in that case you will need to download and install the No-Ip Dynamic DNS software. After that follow that tutorial, but skip step 1 since it is not needed. I set up a fully functional ftp and webserver from my old computer using apache. If you have more questions that aren't covered in the tutorial, and you probably will, just post them here. I will continue to help as much as I can.

No I think you will be fine with that. Running apache in the background doesn't take up too much system resources, but as people load pages and content from your computer, it will use up alot of your internet bandwidth on a normal 1.5 or 3 megabit connection. |

If you were playing an online game, and someone was loading content from your computer at the same time you will probably experience some lag, but otherwise normal web surfing and activities shouldn't be affected greatly. What kind of files will you be hosting from your computer? Simple pages with small images wouldn't hurt you too much but if you were hosting large pictures, videos, or music you would be bogged down alot while they download it from your computer. |

I don't really know about mysql and phpbb forums, sorry
But as for your connection I'm pretty sure you can handle that kind of a site just fine, it would just load fairly slow. |
