DNS is normally provided via your Internet Provider... i.e., after you login to the IP's network authenication server, then you are permited to route thru a DNS to reach the other sites.
If you mean how do you simulate a DNS, then you simply need to build a "library" of website domain names and their corrsponding IP addresses and put this info in your Windows "hosts" file. If you do this, even if your IP's domain server goes down, you will still be able to reach those sites for which you have domain names AND IP addresses.
While logged on to the 'net, you can go into a DOS/Command window and "ping -a 'domain name'" to begin cataloging IPs and domain names. There's a freeware program called 'Fastnet99' which does this stuff practically automatically.

Could you specify what you want, more detail please!
From my view you want to add DNS, well Using Win2K Server I usualy add DNS via the Control Panel, Add/Remove Programes, Add/Remove Windows Components go to Network Services and there it is (DNS) Domain Name System add it put a tick in the box and off you go, you've got it!
Access it via the Administrators Tools via Programes at the start botton.
