Need a ?Javascript solution to iFrames?

Ive tried just about everything to fix my iFrames second scroll bar but nothing seems to do the trick, Ive tried auto, scroll no, yes..... nothing seems to work. If you look here you can see it adds a second scroll bar on long pages.

heres my iframe code. theres also a menu code for the top of the frame.

what are you doing with these frames? What data are you pulling in, do you have to use frames or would a similar mechanic work also?
