Is there a software for building forum sites or auction sites over the counter? Or do you have to hire someone to build the site for you?

The forum we use here is vBulletin I believe its www.vbulletin.com
From there you'll either have to DIY (Do It Yourself) or you can contract it out.
The forum software itself is a big part of the site, then you can add "hacks" (not hacking, just additions to the existing code) to suit it to your needs. This site also uses PhotoPost which you can see in the "Gallery" at the top that the owner of this board designed himself with some help
Auction software, I am unsure of though 
I imagine there's somebody around here more familiar with that!!

Do believe so!
However, it does require you install IIS or Apache.. I THINK vBulletin will work with IIS as long as it has PHP installed which is an absolute requirement for it regardless if its IIS or Apache. |

IIS and Apache are both Webserver software. If you want to host a site or even play with one on your machine it will require one of the Above.
PHP is a scripting language/software that the forum uses.
What OS are you running?
Win2k Prof and server both come with IIS. |

Yuppers, IIS does come with XP Prof... NOT Home Edition!
So gotta watch out for that catch...
Otherwise apache should run on it no problem to my knowledge.. www.apache.org  |
