Strictly C compilers I am not sure. However, all of the modern (visual, borland etc.) c++ compilers compile C code just fine.
Good luck!

There are a few free compilers available that run under Windows XP. MinGW - basically a Windows port of GCC Borland C++ Builder Digital Mars
(Note that these are all capable of compiling both C and C++ code)
With regards to your question about whether Windows, Linux, or DOS is easier to program for ... if you are just learning to program, there is essentially no difference between them. At this point, you shouldn't worry at all about the various APIs that these operating systems provide, and should focus on learning the language and the standard library it provides. |

Linux has one of the best C compiler's out there. Just remember that what you compile in Linux won't install into the Win32 platform..
