doteasy.com sounds like the best deal if your already going to buy a domain and don't want to pay monthly fees.  otherwise, go with Magnahomes.com.

Look no further. http://1T3.com FREE hosting (50 mb) with 29.95 a year for domain. Forget those people who meter your bandwidth 1T3 offers you UNLIMITED BANDWIDTH. No set up fee and you can upgrade your free webspace from 50mb to 250mb for 4.99$ a month. If you need more space they have other packages. The also have PHP, CGI. SSI, MySQL and 24/7 online support.

They provide free hosting, with absolutely no ads. You get 350 MB of disk space and 100 GB bandwidth, and my account was activated soon as I signed up. They also have a cPanel which makes it easy for me to manage my site.
