Well, the site itself is pretty plain. Not that plain is a bad thing. As it's more or less just an information site, fancy graphics aren't really a huge need IMO.
What I would do to make it look a little sharper is change the link colors (blue on black is really hard on the eyes for some people), and change all the fonts to something that's sans-serif. Verdana is the most popular choice lately, though a lot of people are starting to use Lucida Sans Unicode also.
That's where I'd start. It's not my site so I can't say how you want it to look or anything, but based on what you've got... Also, black is a really hard background color for making sharp looking sites. There are only a few colors that look alright and aren't hard to read on a black background, mostly pastels and light earth tones. Again, that's all subjective to taste.
