You're looking for a What You See Is What You Get editor? Look for First Page 2000. I think it's free. Does a good job of being like FrontPage if I recall correctly.
Otherwise if you're just looking for a text editor with things like line numbering and auto-tabbing, I use EditPad Lite. Very nice replacement for Notepad with a low footprint.
Well, First Page 2000 downloads have been down for who know's how long but, I still have a copy of it. If you would like me to email you a copy of it I would gladly do so or I will put it up on my http. Other than that it is a good WYSIWYG program.
