All you need is a PC with an internet connection (preferably 24/7 for both) and webserver (http server) software ( Apache is the best, IMO). Can run Apache under windows or *nix, whatever your pleasure.
Oh, and you need an interent connection that lerts you server pages. Port 80 has to be open tothe outside world, so if you use a firewall make sure it will allow pages out.
Running a webserver is easy. Securing it form outrside nasties is harder. A dedicated PC for webserving is best, so you can turn off all the services and stuff that might cause probs. And *nix is safer and easier to keep safe that windoze.
Once you have the hardware setup, and the web server software running, just follow the application's instructions to put the webpages in the right place.
