Process Lasso. One of my favorite utilities. Great for managing processes under Windows. Available here:

So does this app just "monitor" or are you allowed to set priority? I can't help but think this might be useful for benching.. lol

You can configure process priorities, plus there is a priority monitoring engine with automated response.

For example, say an application erratically jumps to 100% process utilization for whatever reason and system responsiveness drops towards 0%. Process Lasso can automatically override the priority of the offending process, thus allowing you to regain system response and usability.

As to manually configuring priorities, look at FeedReader in my screenshot. FeedReader can burn through quite a bit of processor utilization with lots of feeds being updated, so I have Process Lasso configured to set feedreader.exe to idle when detected. The configuration allows FeedReader go about its business, but without as much impact on system responsiveness.

You can also adjust processor affinities for processes, plus even manually tweak the NT scheduling engine and Vista multimedia scheduling engine. Lots of great features IMO, and Process Lasso is worth the cost, again IMO.
